Air Cargo and Mail Security for Operators and Regulated Agents

Security3 daysIntermediate

Air cargo and mail are high-value targets and a common weak point in operator and agent programmes. This course covers the regulated-agent / known-consignor model, acceptance of known versus unknown cargo, secure supply-chain controls, and mail handling so participants can apply preventive measures consistent with ICAO Annex 17 and EU 2015/1998-style national programmes. Public regulatory language only — not a restricted Doc 8973 training package and not marketed as nationally mandatory without GCAA confirmation.

Who it is for

Cargo managers, regulated agents, known consignors, airline cargo staff, ground handlers, and postal/mail security focal points (Georgia and the wider GCAA region).

Learning outcomes

  • Describe the threat picture for air cargo and mail and why supply-chain controls matter

  • Outline screening options, chain-of-custody and tamper-evidence expectations
  • Identify controls for secure facilities, special consignments and high-risk cargo
